Alibaba Cloud opens France region in Paris, its third European hub

Alibaba Cloud has launched a cloud region in France with two availability zones in Paris, the company announced on June 17. It is the company's third European hub, after Germany and the United Kingdom, and brings its global network to 105 availability zones across 32 regions.

The expansion lands as European governments and regulators press for cloud capacity that meets local data and sovereignty rules. Alibaba Cloud said it built the France region to comply with European regulatory frameworks covering data privacy, cybersecurity, resilience, and sovereignty, and that the region delivers elastic computing, storage, containerization, networking, security, databases, and developer tools.

The move follows the European Commission's broader push on tech sovereignty. On June 3, 2026, the Commission proposed the Cloud and AI Development Act, which flags a structural deficit in EU data-centre capacity and dependence on a few non-EU cloud providers, and aims to triple the bloc's data-centre capacity, the Commission said. By opening local infrastructure, Alibaba Cloud is positioning itself to serve European customers who want to keep workloads in-region, in a market dominated by U.S. cloud providers.

Alibaba Cloud also signaled an AI push tied to the new footprint. The company said it plans to launch a suite of agentic AI services in European markets in the second half of 2026, including AgentRun, STAROps, ACS Agent Sandbox, Agent Security Center, AI Security Guardrails 2.0, and Agentic SOC. Those services are announced plans rather than products available now.

The France region adds to a broader European effort that included a multi-year partnership with UEFA, announced in May 2026, for fan engagement and media-content management powered by the company's Qwen large language model. Whether the new region and the planned agent services win European customers will hinge on how Alibaba Cloud's compliance claims hold up against the bloc's tightening rules and the entrenched position of rival providers.
