Apple reportedly clears China's AI-model review bar with an Alibaba-built model

Apple has reportedly cleared China’s regulatory bar to run its own artificial-intelligence model inside the country, a step that would remove a key obstacle to launching Apple Intelligence in its second-largest market.

The approval, logged with the Cyberspace Administration of China in July 2026, would make Apple the first foreign company allowed to operate a proprietary AI model in mainland China, according to people familiar with the matter. Neither Apple nor the regulator has confirmed it.

The model itself marks a shift. Apple co-developed and trained a bespoke, China-specific large language model with infrastructure and support from Alibaba, moving away from earlier plans to license a third-party system such as Alibaba’s Qwen to power its features. The collaboration became public in February 2025, when Alibaba chairman Joe Tsai said at the World Governments Summit that Apple had picked Alibaba to power AI on iPhones in China.

Clearance would open the way for a localized Apple Intelligence rollout through an upcoming iOS update, well after the feature set first launched in other markets. That gap has left Apple’s China iPhones without the AI features marketed heavily elsewhere, a competitive weakness against domestic rivals.

The reporting rests on unnamed sources, and the specifics — the model’s size, its launch date, the exact terms with Alibaba — remain unconfirmed. Regulatory approval is also not a shipping date; China’s content rules for generative AI are strict and can slow consumer launches.

Whether Apple names a firm China launch in its next iOS update, or the timeline stays vague, will show how real the clearance is.
