Cohere said on October 30 that it expects its Canadian expansion to deliver more than C$4 billion in research, development and AI infrastructure investment through 2031. The target covers a multi-year effort that began in 2024.

Cohere also plans to add more than 1,500 Canada-based roles by 2031. The company said approximately 1,000 would be technical positions spanning research, engineering, product development, infrastructure and deployment. More than 250 paid student roles are planned by 2029.

Cohere did not say how much of the more-than-C$4-billion target had already been spent, nor did it provide annual or province-level schedules for investment and hiring. The totals are therefore forward-looking commitments, not completed spending, realized employment or independently verified economic impact.

The expansion announcement followed a Canadian government plan unveiled on October 29 to make a staged equity investment of up to C$1.6 billion in Cohere alongside private investors. The government tied that plan to narrower commitments from Cohere: at least 1,000 new Canadian technical jobs and at least C$1.7 billion in additional computing infrastructure in Canada by 2030.

The government said its investment would be made in stages and include regular reports on Cohere’s progress against the linked job and infrastructure commitments.
