EuroHPC opens €10 billion tender to build up to seven AI gigafactories

The EuroHPC Joint Undertaking, the European Union’s supercomputing partnership, opened a call for tenders on July 30, 2026 to select consortia to build and operate up to seven AI gigafactories. The call offers up to €10 billion in EU and national public funding.

It is the bloc’s largest coordinated attempt yet to build sovereign AI compute and cut its dependence on U.S. and Chinese infrastructure. EuroHPC expects the public money to draw at least €20 billion in additional private investment.

The gigafactories are meant to pair AI-optimized supercomputers with data centers, high-capacity storage, fast networks and secure cloud access for researchers, public bodies and companies.

Eighteen participating states signed the joint procurement agreement, among them Germany, France, Italy, Spain, Poland and Sweden. Bids are due November 12, 2026, with awards expected by early 2027 and construction starting that year; selected sites are expected to begin operating within 18 months of signing a contract.

The figures carry caveats. Totals vary depending on whether projected private investment is counted, and a tender is not a build: consortia, sites and chip suppliers still have to be named, financed and delivered. Europe has announced ambitious compute programs before that moved slowly from paper to silicon.
