Florida officer charged after 717 Flock camera searches to track his estranged wife

A Florida police officer used Flock Safety’s license-plate camera network 717 times to track his estranged wife over nearly two years, according to an arrest affidavit, and now faces criminal charges. Christopher Anthony Goodson, 31, an officer with the Haines City Police Department since March 2022, was arrested on August 11, 2026 and charged with unauthorized computer access and official misconduct.

The searches ran from September 1, 2024 to June 30, 2026 and peaked at 280 in a single month, September 2025, the affidavit said. Goodson ran them on a department-issued laptop and phone, on and off duty, and logged false justifications including road rage, drug possession and fleeing police. Investigators found his wife was never the subject of any criminal investigation.

He disclosed the searches to a supervisor on August 10, after learning a news organization was preparing a story on the misuse. That reporting, published August 2, found at least 50 officers nationwide accused of misusing Flock’s license-plate-reader system.

Haines City Police Chief Isaac Jackson called it “an unfortunate incident,” said the department does not tolerate unauthorized database access, and said it will keep using Flock cameras. Goodson was placed on paid administrative leave pending the case.

Flock Safety, which says it has deployed more than 120,000 cameras nationwide since 2017, has added safeguards requiring officers to tag every search with a case number and to face automatic review of abnormal activity. The case shows how far a single credentialed user can range before those controls catch up.
