IBM partners with OpenAI to embed GPT-5.6 and Codex across its consulting platform

IBM and OpenAI announced a strategic partnership on August 13, 2026, to embed OpenAI’s frontier models (GPT-5.6, Codex and ChatGPT Work) into IBM Consulting Advantage. The platform runs across IBM’s consulting arm in more than 175 countries.

The deal deepens IBM’s bid to sell AI transformation work to large regulated clients, and gives OpenAI a distribution channel into industries slow to adopt its tools directly. IBM will stand up a dedicated OpenAI Practice, training and certifying thousands of consultants and engineers under OpenAI Partner Network certifications over the next several months, and deploy ‘Forward Deployed Experts’ to client sites.

The partnership targets financial services, government, telecommunications and retail, spanning application modernization, cybersecurity and AI risk management, including OpenAI’s Daybreak security program, plus enterprise functions such as finance, procurement, customer operations and HR, according to IBM’s announcement.

Financial terms were not disclosed. The tie-up also complicates IBM’s positioning: the company struck an alliance with Anthropic in 2025 and ran a separate cybersecurity collaboration with OpenAI in June 2026, leaving IBM Consulting selling more than one frontier-model vendor to the same enterprise buyers.

For clients, the value case rests on execution: whether IBM can certify thousands of consultants fast enough to staff real deployments, rather than announce a roster. Watch whether the OpenAI Practice produces named client wins in regulated sectors, or stays a training program in search of demand.
