Nscale appointed longtime Meta executive Justin Osofsky as chief operating officer, placing him in charge of global operations and reporting directly to founder and CEO Josh Payne.

The role reaches across eight named parts of the company: People, EMEA, APAC, Business Development, Communications, Marketing, Global Policy and M&A. Nscale said Osofsky will set its operating cadence, coordinate work across functions and help scale the organization across its global footprint. Those goals describe the mandate the company assigned him, not measured results.

Osofsky spent 18 years at Meta, according to Nscale, most recently as chief partnerships officer. He previously served as chief operating officer of Instagram, vice president of global operations at Meta and head of Meta’s small and medium business group.

The appointment follows Nscale’s filing for a U.S. initial public offering. In its September 18 announcement, the company said it had filed a Form S-1 registration statement and applied to list on the New York Stock Exchange under the symbol NSCL. The number of shares and expected price range had not been determined.

Nscale describes its business as a vertically integrated AI cloud platform spanning software, compute, power, cloud services and data centers. The appointment announcement did not specify Osofsky’s effective start date or disclose compensation terms.
