OpenAI extends Daybreak cyber-defense access to Ukraine

OpenAI says it is extending access to its Daybreak program to the Government of Ukraine to support cyber defense of civilian infrastructure. The company announced the move on September 23, 2026, and says it is working with Ukraine’s Ministry of Digital Transformation.

OpenAI describes Daybreak as a program that gives cyber defenders AI tools for authorized security work, such as reviewing older software, investigating suspicious activity, validating vulnerabilities and testing fixes. OpenAI says the aim is for Ukrainian teams to identify vulnerabilities, and to develop and test fixes, more quickly.

The announcement was made by Sasha Baker, OpenAI’s head of national security policy, and Dmytro Kushneruk, Ukraine’s Consul General in San Francisco, on the sidelines of the UN General Assembly.

OpenAI earlier committed $1 billion in Daybreak access for cyber defenders. OpenAI has also backed an AI program for Ukrainian newsrooms.

OpenAI’s announcement does not detail the arrangement’s cost, the number of Ukrainian users or a rollout timeline.
