NetApp has announced Keystone Sovereign, a planned extension of its Keystone storage-as-a-service offering, and said initial pilots would be available in Germany and France for qualified European customers. Additional countries are planned, but the company has not given a start date for either pilot.

The offering would add regional controls beyond the physical location of stored data. NetApp says relevant customer data, logs, backups and telemetry would reside in Europe where applicable. Support and escalation paths would also be based in Europe.

The plan also calls for European-controlled access and management processes, documentation of telemetry, monitoring and data flows, and contractual and legal structures intended to reinforce customers’ sovereignty requirements. NetApp has not disclosed how European-controlled administrative access would be enforced or audited, or which telemetry falls under its “where applicable” qualification.

Keystone is NetApp’s storage-as-a-service offering. Keystone Sovereign would apply regional restrictions to the people and systems involved in operating that service, as well as to where covered data is held. NetApp has separately put approval gates around Workload Factory AI agents, a product move focused on who may authorize actions.

NetApp’s descriptions leave the exact eligibility boundary unresolved. The newsroom announcement refers to qualified European customers; a separate Keystone Sovereign product update refers to qualified customers in the European Economic Area.

The company says the service is designed to support customers’ compliance work. The available materials, however, do not establish that it meets any particular customer’s legal or regulatory obligations. No independent customer, regulator or auditor validation of the announced controls was identified.

The rollout remains forward-looking. NetApp cautions that unreleased offerings and plans may change and are not commitments or guarantees regarding availability, functionality, pricing or timing. It has not named pilot customers or disclosed participant counts, pricing, service-level commitments, pilot duration or detailed contract terms.
