Ukraine has unveiled its ambitious AI Factory initiative, marking a significant step toward technological independence amid ongoing security challenges. Led Ukraine's Ministry of Digital Transformation, the project aims to establish Ukraine as a top-three AI nation by 2030.
The AI Factory provides comprehensive infrastructure including high-performance GPU clusters, water-cooled servers, and data storage systems—all operating within Ukrainian borders to ensure data sovereignty. This domestic approach keeps sensitive information secure while enabling faster processing of government AI services.
Very soon, Ukraine will have modern infrastructure for developing AI products. This will allow government services to process requests faster — and, more importantly, ensure our data remains in Ukraine. Sovereign infrastructure is the foundation of Ukraine’s AI independence, enabling the safe deployment of AI solutions for citizens, the defense forces, and the public sector.

Alongside the infrastructure, Ukraine is developing its first national large language model (LLM) in partnership with mobile operator Kyivstar. The LLM will be trained on Ukrainian data including history, research, and public materials, with strict IP compliance and author consent.
The initiative supports multiple applications: an AI assistant for the Diia public services platform, educational tools, and defense technologies. By maintaining full control over its AI ecosystem, Ukraine strengthens both its technological capabilities and national security in an increasingly digital world.
